SIMON IN ACTION: Relief Operation in Landslide-Hit Areas
Tropical Depression Usman made landfall in Borongan, Eastern Samar on December 29, 2018, with maximum sustained winds of 55km/h and gustiness of up to 65km/h.
Although downgraded into low pressure area soon after hitting land, the slow-moving storm unleashed torrential rains that triggered massive flooding and deadly landslides across Bicol Region, the Visayas and MIMAROPA. Some 140,105 families or 624,236 individuals were affected by Tropical Depression Usman.
As per situtation report of the National Disaster Risk Reduction and Management Council (NDRRMC) on 6 January 2019, the death toll has climbed to 126 with 75 injured and 26 missing. Estimated cost of damage to agriculture and infrastructure reached Php4.2 billion.
The municipalites of Tiwi and Sagñay were the two hardest-hit landslide areas in the Bicol Region. Tiwi had a total of 15 fatalities, 18 injured and 6 missing while Sagñay had 32 dead, 18 injured and 14 missing.
DEPLOYMENT AND MOBILIZATION PLAN
A. Rapid Assessment
On January 8, 2019, the DIDRRM Coordinator and the Area Coordinators conducted rapid assessment in the evacuation centers to assess the immediate needs of the families, particularly that of persons with disabilities and the vulnerable sectors.
B. Relief Distribution
SIMON’s Aksyon K! Team distributed relief goods to sixty-five (65) families affected by TD Usman in Barangay Patitinan, Sagñay, Camarines Sur on January 24, 2019.
Relief packs consisted of food items donated by Norfil Foundation and non-food items courtesy of Humanity & Inclusion (formerly Handicap International).
On the 8th of February 2019, SIMON partnered anew with Humanity & Inclusion for the relief operation in Tiwi, Albay.
One hundred forty-four (144) families from four (4) barangays received rice and non-food items from SIMON and HI. Hereunder is the breakdown of the recipients per barangay:
Distribution of the relief goods was coursed through the MSWDO and Area Project Coordinators of the said LGUs.
C. Child-Friendly Spaces in Emergencies
Child Friendly Space was also conducted in the MSWD Office in Sagñay, Camarines Sur for children ages 3-12 years old.
Art work materials were provided to the children for the art session. Snacks was also served after the session.
The activity was organized as part of SIMON’s Child Protection in Emergencies Program – to care for the psychological well-being of the children and promote a happy and safe environment in their temporary shelters.
