4TH BICOL CBID CONGRESS
The Bicol CBID Association is off to a roaring start this year.
Together with Simon of Cyrene, the regional association of CBID Program implementers hosted the 4th Bicol CBID Congress on February 26, 2019 at Hotel St. Ellis, Legazpi City with the theme: “Never Alone…Always Together for Inclusive Development.”
It was a day of celebration as two hundred thirty delegates from Disabled People’s Organizations, Local Government Units, Provincial Government, non-government organizations, national government agencies and funding donors came together for knowledge sharing, collaborative partnership and networking opportunities.
Mr. Paul Erik Scherer, Project Manager of Private Donors for CBM Germany, was the event’s keynote speaker. He expressed his elation for being part of the regional event and shared first hand insights on how to boost donor acquisition to ensure program sustainability.
According to him, “Organizations hoping to secure program funds need to have something concrete to show to attract donors. You need to make donors feel that the program can create change and foster inclusion…You need to include measures to include DPOs and parents to take over the role initiated by NGOs.”
Fortunately for program implementers, the CBID Program is not that hard to sell as all those essential features are within its context – geared towards community engagement for the rehabilitation, empowerment, equalization of opportunities and social inclusion of persons with disabilities.
As SIMON’s program partners in the expansion areas, Mayor Andy Rivera of Goa, along with representatives from the Local Government Units of Malilipot and Virac, took pride in sharing their program milestones. In three years’ time, much have changed by way of public perception, sector representation and service provision for persons with disabilities…but still, challenges abound and much remains to be done.

Newly elected officers of the Bicol CBID Association were likewise introduced and sworn into office. Outgoing president Edwin Vales handed over the reins of presidency to Mr. Jeffrey Nicerio, CBR Coordinator and PWD Focal Person of LGU-Polangui. The oathtaking was administered by Ms. Amable Bolinas, BOT President of SIMON.
After wrapping things up, the attendees went their own separate ways – grateful for the wonderful learning experience and inspired even more to take on their role as disability advocates.
