DISABILIY INCLUSIVE DISASTER RISK REDUCTION AND MANAGEMENT (DIDRRM) PROGRAM

The Disability Inclusive Risk Reduction and Management (DIDRRM) Program was launched by SIMON in 2010 as one of the components of the CBR Program.  It aims to mainstream disability into the DRRM program of the government and incorporate the disability perspective in legal frameworks, policies and action plans.

 

As one of the country’s prime movers in DIDRRM, SIMON has linked up with government and civil society organizations in its bid to institutionalize the program in the local and national level.

Objectives:

 

  • To promote and protect the rights of persons with disabilities by mainstreaming disability issues into the Community-Based Disaster Risk Reduction Program.
  • Reduce vulnerability and increase capacity of PWDs in disaster-prone areas.
  • Strengthen the response capacity of community at risk, Local Government Units and emergency responders, particularly on the special needs of persons with disabilities.
  • Enhance participation and inclusion of persons with disabilities in DRRM activities.

  • Work alongside Local Government Units, Disabled People's Organizations, community members and other stakeholders in designing a comprehensive disaster DRRM program plan that’s inclusive and responsive to the needs of persons with disabilities and other vulnerable groups.
  • Sectoral representation of persons with disabilities in MDRRMC and BDRRMC
  • Trainings, orientations, workshops and fora on DIDRRM for various stakeholders
  • Advocacy and community awareness campaigns
  • Hazard Vulnerability and Capacity Assessment (HVCA) in communities
  • Hazard Spot Mapping
  • Develop and install disability inclusive Early Warning System (EWS) in barangays and schools
  • Accessibility audit of evacuation centers
  • Design and build accessible structures to address accessibility and mobility issues

How the Program is Being Implemented:

  • Partnership with the Local Government Unit and Municipal/City Disaster Risk Reduction and Management Office in the implementation of DIDRRM Program in the communities.
  • Lobby for program fund support from the Local Government Unit
  • Incorporate disability inclusive disaster preparedness and response systems/procedures to the existing CBDRRM
  • Develop core competencies of DPO members, LGU personnel, emergency responders and other stakeholders in assisting persons with disabilities in times of disaster
  • Organize functional committee on DIDRRM at the barangay and municipal/city levels.
  • Raise community awareness on the necessity to modify the current early warning system and disaster response procedures to make it inclusive and responsive to the needs of persons with disabilities and other vulnerable groups.
